Attorney Alan Abergel is licensed by both the State Bar of Texas and the State Bar of California.
LOAA assists with Texas Department of Motor Vehicles (TxDMV) dealer license applications as well as Texas Office of Consumer Credit Commissioner (OCCC) Motor Vehicle Sales Finance (MVSF) license applications.
The Texas Department of Motor Vehicles (TxDMV) issues and renews the licenses required for the sale, distribution, leasing, and transportation of motor vehicles in Texas.
TxDMV rules governing dealer licensing, advertising, hearings, inspections, and Lemon Law matters are established by the TxDMV Board and set forth in Texas statutes and administrative rules.

Franchise Dealer License
Required for new motor vehicle sales
Operates under franchise agreements with manufacturers or distributors
Independent Dealer License (GDN)
Basic used vehicle dealer license
Authorizes the purchase, sale, or exchange of used vehicles within the scope of the issued GDN
Salvage Dealer License
Required to buy or sell more than five salvage or nonrepairable vehicles in a calendar year
Required if repairing or rebuilding more than five salvage vehicles per year
Legal Opinions: LOAA provides legal opinions to individuals and businesses that need an analysis of whether their activities require a Texas DMV license and which one and under which classification. These opinions involve a detailed examination of the services provided, the compensation structure, the relationship between the service provider and the customer, and the specific statutory definitions and exemptions. A well-reasoned legal opinion provides the client with a documented basis for its compliance position and can serve as evidence of good faith in the event of a future Texas DMV inquiry about whether the client's activities constitute unlicensed practice.
Converter License
Assembles, installs, or affixes bodies, cabs, or special equipment to vehicle chassis
Modifies previously assembled vehicles (excluding motor homes, ambulances, and fire-fighting vehicles)
Distributor License
Distributes or sells new motor vehicles to franchised dealers
Enters franchise agreements on behalf of manufacturers
In-Transit License
Allows drive-a-way operators to transport and deliver vehicles within Texas
Authorizes use of in-transit license plates
Leasing Licenses
Lease Facilitator License – leasing agents or leasing companies
Lessor License – entities granting possession and use of vehicles under lease agreements
Franchised dealers are not required to obtain a separate lessor license to lease vehicles they are authorized to sell
Manufacturer License
Required for entities that manufacture or assemble new motor vehicles
